What is Gender-based violence?
Gender-based violence are any acts of violence directed against another person because of their gender. The United Nations High Commission of Human Rights (UNHCR) calls it as sexual and gender-based violence, referring to any act that is perpetrated against a person’s will and is based on gender norms and unequal power relationships. It encompasses threats of violence and coercion. It can be physical, emotional, psychological, or sexual in nature, and can take the form of a denial of resources or access to services. It inflicts harm on women, girls, men and boys.

It is the duty of the State to protect the dignity of all, particularly women and girls, from violence and threats to their personal safety and security. Towards this end, the State shall give highest priority to the enactment of laws addressing gender-based violence committed against women and girls, whether in the private or public spheres.
